ENVIRONMENT
ENVIRONMENTAL ASSESSMENT
The Dumont Nickel project has completed the provincial and federal environmental assessment procedures. The environmental and social impact study for the Dumont Nickel project is the main document submitted to the responsible authorities. This study provides a detailed description of the environment in which the project is located and makes it possible to assess the effects of the project on the environment and communities, identify and analyze the potential impacts of the project on the environment and present mitigation or compensation measures.
Dumont Nickel places particular importance on consultation of communities and stakeholders. This approach is reflected, among other things, by the integration of the results of the information and consultation process into the impact study. Indeed, the contribution of the advisory committee and discussions with the public were integrated into the impact assessment and the development of mitigation and compensation measures that correspond to the reality and expectations of the host communities.
This voluntary consultation process preceded the Quebec procedure for assessing and reviewing environmental impacts, supervised by the Ministry of the Environment and the Fight against Climate Change and the Bureau d’audiences publiques sur l’environnement (BAPE). At the end of this process, the Government of Quebec approved the Dumont Nickel project by Ministerial Decree No. 526-2015 on June 17, 2015. This decree was amended by Decree No. 714-2023 of April 19, 2023 to incorporate the project optimizations contained in the 2019 feasibility study update.
At the federal level, the Minister of the Environment issued a positive environmental assessment decision on July 29, 2015, assessing that the project is not likely to cause significant adverse environmental effects, considering the mitigation measures set out in the comprehensive study report and that the mitigation measures and monitoring program described in the comprehensive study report are appropriate for this project.

MONITORING COMMITTEE
Throughout the development of the Dumont Nickel project, a participatory approach toward information and consultation took place was used and Dumont Nickel intends to continue this approach for the further development of the project. The establishment of the monitoring committee will be a major step in the continuation of this approach. The monitoring committee will be established when the decision to begin the construction phase is made, and the committee will be constituted in collaboration with project stakeholders. Dumont Nickel will present a proposal at a public meeting that will aim for balanced representation taking into consideration the different aspects of sustainable development. The proposal will be discussed and approved with the participation of interested persons. The number of members and representation on the monitoring committee may therefore vary depending on the expectations of the participants.
Monitoring program
Throughout the life of the Dumont Nickel project, an environmental monitoring program will be implemented to ensure compliance with the operating conditions that will be established by the federal and provincial authorities and to monitor the evolution of several components of the natural and social environments.
The results of the environmental monitoring will be submitted to the relevant ministries and to the monitoring committee that will be set up to ensure participatory vigilance on the impacts of the project. This monitoring committee, as well as the community relations department and the ongoing communication program that will be provided for the Dumont Nickel Project, will inform residents about the environmental performance of the project.
The preliminary version of the monitoring program can be consulted here.
